The tournament involves 22 state and private institutions in the emirate, including police, municipality, fire service, human resources management, archaeology and museum management, prosecution, medical sciences university, tourism development organization, companies dealing with construction materials, bank, ceramic tile factory, and a bakery. The opening championship was a match between the police and the fire service, which ended in a draw 0-0.
